Description
Description | The aim of this project is to set up alternatives to internal border controls to improve LEA preparedness and readiness levels to tackle transnational security-related threats by increasing and further improving cross-border police cooperation. In this project, three different alternatives relying on cooperation of LEAs will be developed. The first alternative solution lies in the intensification of the cross-border use of ANPR technology and the development of further capacities. Regarding this aspect, several actions will be undertaken such as the exchange of blacklists between EU MS, automatization of SIS-hit proceures, border crossings notifications, etc.. These actions can only be effectively implemented if an analysis of legislative opportunities and constraints takes place, and if more ANPR cameras operate in the border area. The ultimate goal is to improve police response to various threats in border areas. The second alternative solution is to improve joint patrols in the border areas and thoroughly analyse their success factors. Indeed, the legal basis has a great influence on how these patrols operate: a comparison of legal possibilities and constraints regarding joint patrols will be conducted (i.e. Benelux Treaty and Tournai II Agreement). Then, joints patrols will be organised in the border area with our French and Dutch colleagues and be evaluated. After that, a benchmarking of joint patrols will be organized with other European member states. Ultimately, training materials on joint patrols will be developed. The third alternative solution lies in the emergency border plans signed between countries, which define the circumstances under which borders may be closed and which LEA controls which border. These plans differ between countries. Thus, an analysis of border plans to distinguish best practices will be carried out. Then, exercises will take place in the border areas to make sure the mechanisms function and consider every scenario. |
