The objective of this technical-cooperation project is to prepare draft legislation and guidelines for its future regulation, to reform the legal framework for the mineral resource sector, based on consensus-building with the stakeholders, to reform the regulatory framework of the mining sector with respect to the investment climate, the environment, and community participation, in order to promote private investment in the sector. The proposed reform will lay the legal foundation to: (1) attract private-sector investment in mining; (2) develop the mining industry on an environmentally sustainable basis; and (3) ensure the effective social and economic participation of rural communities in mineral resource development.The proposed technical-cooperation funding will finance a proposal for reform of the Mineral Resources Code and guidelines for its future regulation, to be prepared by the MICI with the support of consulting services specialized in the following areas: (1) mining investment climate, the environment, and community participation; and (2) organization of consensus-building workshops.
