Objectives: The overall objective of the project is to improve administrative cooperation between regional public institutions that administer the CENCYL space. The proposed actions have been designed to ensure their contribution to the INTERREG specific objective of better governance. These actions are aimed at (1) promoting the digitalisation of the CENCYL Working Community; (2) remove cross-border administrative obstacles; and (3) promote institutional coordination and citizen participation. By influencing governance, the CENCYL TC proposes that this institutional framework (A) address the new digital challenges faced by regional public administrations in their cross-border cooperation relations; (B) solutions to unresolved administrative obstacles are put forward; and (C) a space for multilevel dialogue is created to facilitate new forms of cooperation between the citizens of the CENCYL space, and between them and its institutions. The project contributes to the specific objective (OE) selected by promoting effective administrative cooperation between JCyL, and the CCDR Centre, with a view to resolving obstacles to cooperation, as well as between citizens of both regions. On the one hand, the project proposes that, within the framework of the CENCYL TC, the foundations for its digitisation are laid. To this end, it develops joint tools to capture and systematise cross-border information. Solutions such as a statistical observatory, an inventory of public border services and other innovative reliable information services, will allow documenting decision-making to develop services jointly in the future. The project proposes to train and train the staff of the Administration in basic skills not sufficiently addressed (improve the knowledge of the language of the neighboring country through digital tools). This acquired knowledge would train staff at the service of the Administration, for better coordination between institutions and other entities that manage and provide services in the territory, in areas such as education, culture, social services, and sports equipment, among others. Until now, the lack of qualification has been an obstacle to real and effective cooperation between these public services. Finally, the project explores the possibilities of applying a multilevel governance approach to TC as a dynamic structure of the CENCYL territory. In this area, the actions of the project require, on the one hand, the involvement of institutional representatives who come to cross-border cooperation fora and networks with a single voice. On the other hand, the participation of the citizens of the territory in events linked to the ecday and other structures of the Programme that show the achievements of cross-border cooperation and its link with the dynamism of the territory.
