Description

The proposed project promotes an integrated approach that provides a package of services to vulnerable children with disabilities. The approach considers the specific needs generated by the children’s disabilities which accentuate their vulnerability that is currently not addressed or is addressed less significantly by existing programs. The project will therefore support activities that are aligned with the sectoral strategies and action models developed by the National Agency for Persons with Disabilities (ANPH - Agence nationale des personnes handicapees), the Ministry of National Education and Vocational Training and the Ministry of Social Affairs and Solidarity (MASS). The strategies respectively aim at supporting schooling for children with special needs and the economic empowerment of poor and vulnerable households. The proposed project will, therefore, facilitate ANPH’s contribution to the social and economic inclusion of children with disabilities and their households and will be fully aligned with the ongoing efforts by the MASS to address different types of vulnerabilities at the household level.The project will be implemented through three main components:Component 1: Comprehensive diagnostic of children with disabilities. This component will finance activities for a comprehensive diagnostic that will help ANPH, and its stakeholders collect and analyze data about children with disabilities at household and school levels. The diagnostic will also help to analyze the wellbeing of households that host children with disabilities. Findings will inform additional analysis of options for early detection of disabilities among children at school and household levels, dissemination of results from the analyses of the data collected, and development of modules and plans for prevention measures. In addition, ANPH will be able to determine the exact nature of productive inclusion measures that will be implemented in support of households hosting children with disabilities.Component 2: Improving educational access for vulnerable children with disabilities and promoting productive inclusion of their households. It will support the acquisition of technical aids for children's learners with disabilities, the acquisition and distribution of educational kits for children in specialized schools, the purchase, and supply of adapted equipment for children with severe disabilities, and capacity building for and awareness among selected stakeholders such as teachers, caretakers, and supervisors in the target schools on skills for managing children with special needs. Component 2 will also support activities aimed at enhancing the economic empowerment of households that have or take care of vulnerable children with disabilities. Support will include financial awareness and literacy training, training in initiating and managing basic income generating activities (IGAs) and provision of a one grant for starting IGAs.Component 3: Project management and coordination will finance three main activities, namely: (i) project Management and Administration (PMA); (ii) monitoring and evaluation; and (iii) knowledge sharing and dissemination.
