Description

Description

The development objective of the Improving Results in Secondary Education Project for Liberia is to improve equitable access to, and quality of, secondary education. The project comprises of four components. The first component, improving access and learning environment at the senior secondary level will support the government in promoting equitable access to quality senior secondary education and a better teaching and learning environment in schools. It consists of following sub-components: (i) improving access to senior secondary schools; and (ii) supporting school expansion, rehabilitation, and renovation using a community empowerment approach (CEA). The second component, increasing opportunities for girls to transition to and complete senior secondary education aims to address the large number of Liberian girls and young women dropping out between grades 9 and 10 and to assist the government in ensuring that young women transition to and complete senior secondary education. It consists of following sub-components: (i) scholarships for girls in counties with the highest female dropout rates at the senior secondary level; (ii) supporting safer learning environments in senior secondary schools for girls; and (iii) promoting community engagement to empower girls, schools and communities. The third component, improving quality and relevance of senior secondary education aims to increase the quality and relevance of senior secondary education through targeted efforts to modernize pre-service teacher training, strengthen in-service teacher training, improve management and quality of teaching workforce, avail teaching and learning materials (TLMs) to students and teachers, and access to learning digital skills. It consists of following sub-components: (i) improving the quality of teaching in senior secondary education; (ii) providing TLMs to senior secondary schools; and (iii) providing opportunities for acquisition of digital skills and competencies. The fourth component, capacity building, technical assistance (TA), project coordination, and monitoring and evaluation (M and E) aims to support the effective implementation and management of the project while also building the Ministry of Education (MoE’s) capacity to manage the education system - providing the foundation for effective and evidence-based management and decision-making.
