Description | The proposed National Cyclone Risk Mitigation Project Phase III will, while partly continuing the cyclone preparedness and emergency management agenda targeted under phases I and II, shift the program’s focus from life-saving interventions to systemic resilience to disasters and extreme events amidst increasing climatic changes. NCRMP III will serve as a knowledge project by developing the analytical underpinnings to better understand and inform future efforts to enhance systemic resilience to climate change in coastal areas. First, the project will establish a knowledge platform on coastal resilience to integrate ongoing approaches and experiences and identify missing pieces of the agenda, with a focus on potential climate impacts. This platform will enable joint learning across coastal states and benchmarking of global best practices and lessons learned from Bank projects. Second, the project will analyze important biophysical and socioeconomic trends to provide empirical evidence on priority interventions and investments for next-generation coastal resilience. Third, the project will undertake action-oriented analytics in themes emerging from the experience of NCRMP II. Within a select number of low-lying coastal cities, the project will develop master drainage plans to address current and future drainage needs in light of amplified urban flooding risks posed by climate change. The project will assess saline embankments in coastal India to enable the development of a raised and strengthened embankment system to withstand the impact of cyclones. Lastly, the project will identify the most critical and exposed critical infrastructure assets, with a focus on power sector and lightning risk mitigation needs, as candidates for the strengthening of infrastructure to catalyze long-term growth and enhance the adaptive capacity of coastal communities to climate change and sea level rise. |
