India aims to develop an offshore wind energy sector with a target of 30 GW capacity by 2030 as part of its renewable energy goals and net-zero emissions pledge by 2070. Despite having one of the world's longest coastlines and ambitious targets, India has struggled to launch any offshore wind projects due to flawed policy design, weak investor incentives, and structural challenges. The government launched a taskforce with the UK in February 2026 to develop the offshore wind ecosystem, supply chains, and financing models. Previous tenders and auctions have failed to attract bids, and the viability gap funding offered was insufficient to cover the high costs of offshore wind generation.
