The proposed FC measure is intended to support the Indian government's DISCOM reform program, especially the results-based DISCOM Reform Scheme announced in 2021. The Indian distribution companies (Discoms) are the weakest link in the Indian energy sector. With large regional differences, they are still predominantly in a poor financial condition and suffer from significant operational and technical inefficiencies. This requires extensive investment measures, but also those to improve technical and commercial management. Strengthening the performance of the Indian Discoms is also important for the integration of renewable energies in the country, as Discoms act as buyers, distributors and sellers of the rapidly increasing volumes of solar power in India. The aim of the FC module is to contribute to a secure, more stable and more environmentally and climate-friendly electricity supply by investing in the network infrastructure of the distribution companies (Discoms) and promoting improved network management. The module thus contributes to the implementation of the Indian government’s UDAY reform program and to climate protection.
