The proposed Indonesia Accelerating Cervical Cancer Elimination Project is an Investment Project Financing operation to increase availability and utilization of cervical cancer prevention, early detection, and pre-cancer treatment services at the primary health care level. IBRD financing of US$558.8 million will be supplemented by a US$20.0 million grant from the Global Financing Facility (GFF) that will be used to buy-down the cost of the IBRD loan to the government. Implemented by the Ministry of Health, the operation supports the national cervical cancer elimination plan through expansion of coverage of HPV vaccination, HPV screening and early detection, and pre-cancer treatment at the primary level.The project will include the four components outlined below, with tentative funding to be refined during project preparation. The first component focuses on HPV vaccination, supporting catch-up vaccination of school-age girls, a pilot vaccination of boys, and vaccination of young women aged 20–25, delivered through schools, health facilities, and community outreach. The second component supports the national scale-up of HPV DNA screening, confirmatory triage, and pre-cancer treatment at the primary health care level, integrated with existing health programs. The third component covers enabling factors, including technical support, digital system enhancements, health worker training, and implementation research. The fourth component will support project implementation through a dedicated project management unit overseeing planning, monitoring and evaluation, procurement, and financial management.
