Description | The objective of the Emergency Response to COVID-19 (Coronavirus) Program for Indonesia is to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness. The Program will focus on 4 results areas. Results Area 1 will address hospital and health system readiness and systemic improvements in the quality of care. The Program will support the expanded network of Ministry of Health (MOH)-owned health facilities that have been designated as COVID-19 referral hospitals. It will ensure that they are fully equipped to manage and treat the increase in severe respiratory illness and critical care patients. Results Area 2 will strengthen the GOI’s (Government of Indonesia) public health laboratory and surveillance systems. The Program will support the development and the ability to maintain external quality assurance mechanism for the entire installed COVID-19 testing capacity, backed by national guidelines for laboratories adhering to BSL2 (Biosafety Level) or higher standards, covering sample collection, transportation, and laboratory testing procedures. Results Area 3 will facilitate communication and coordination for better pandemic response and preparedness. The Program recognizes the need for the MOH to coordinate with other sectors and will support the development and establishment of mechanisms for communication of COVID-19 test results (in coordination with the subnational level), support from the MOH to BNPB (National Disaster Risk Management Agency) and other agencies in developing messages on personal hygiene promotion and other preventive communications. The Program also supports the coordination with other sectors in the development and/or the revision of the National Pandemic Preparedness Plan to increase the readiness for the next threat of any outbreak or pandemic. Results Area 4 will provide technical information to inform communications and counter misinformation. As the Program-for-Results (PforR) focuses on MOH activities, Results Area 4 is partially beyond the PforR scope to the extent that this function is now handled by BNPB, which is also the platform mentioned under Results Area 1. The MOH’s support to Results Areas 1 and 4 is included in the Program boundaries limited to MOH activities, but not the remaining activities of this multisectoral platform. Expenses at the subnational level are also not included in the PforR scope. |
