Description | This FC module for industrial wastewater disposal is made up of the VE for the industrial sewage treatment plant project (BMZ no. 2005 65 713 - listed here) for phase 1, the VE for the wastewater disposal in industrial zones II project (BMZ no. 2011 66 891) for phase 2 and a 3rd phase with as yet open financing. The aim of the FC module for industrial wastewater disposal is the adequate treatment and disposal of industrial wastewater in up to 9 selected industrial zones (IZ). The sponsor, the national wastewater disposal company ONAS, is thus entering a new sub-sector in the wastewater sector in Tunisia. To solve the disposal problems, on the one hand, the improvement or expansion of pre-treatment at company level is required and, on the other hand, the IZ must be connected to municipal sewage treatment plants (KA) or special industrial KA. The necessary improvement in pre-treatment at company level is to be achieved through the further development of appropriate incentive structures and framework conditions. For the connection to the public sewage system, the expansion of the sewer system, the rehabilitation and expansion of existing sewage treatment plants and, in individual cases, the construction of new (industrial) sewage treatment plants are planned. The target group of the project is the population in and around the selected IZ and the residents of the receiving waters in the drainage area of the IZ. The total costs (investments, A+F) of the program are estimated at around EUR 73 million. To finance the first phase with investment costs of EUR 12.5 million, an integrated joint financing of EUR 7.5 million (of which EUR 3.0 million are budget funds) is available. To finance the second phase with costs of EUR 30.0 million, a low-interest KfW loan of EUR 18.0 million (including EUR 3.5 million in budget funds) is planned. The financing of the third phase (approx. EUR 29 million investment costs) can be provided through co-financing by other donors or through a new VE from the German Federal Financial Cooperation. The Tunisian side will make a contribution of around 40% of the investment costs. During the first phase, the sponsor will receive organisational and technical training in dealing with industrial wastewater through an A+F measure amounting to EUR 0.7 million. The development of the institutional framework will also be supported as preparation for the second and third phases as part of an SBF measure. |
