The FC project represents the fourth phase of support for the Namibian program for implementing land reform in communal areas. The comprehensive national Program for Communal Land Development (PCLD) addresses the priorities for the development of communal areas that were defined in the strategic plans and the underlying land reform action plan of the responsible ministry, the Ministry of Land Reform (MLR). A fifth phase was examined as part of a stock audit. The FC measure is intended to help improve the living conditions of the rural population through the development of communal areas and better integration into Namibia's formal economic cycle (overall objective). The FC contribution aims to secure land rights for the rural population in communal areas, introduce sustainable land use practices, increase productivity and market orientation in agriculture through infrastructure investments, and improve access to advisory services (module objective of the PCLD). The target group of the project is the rural population in communal areas. An additional FC contribution of EUR 10 million (fifth phase review EUR 10 million) to the PCLD basket financing is intended to support the MLR in expanding the PCLD, particularly to the Kunene region. The total costs for the fourth phase are around EUR 10.12 million, including Namibia's own contribution of EUR 0.12 million (fifth phase review EUR 1.78 million). The current project consists of the following phases -Phase I (2001.66.124), Phase II (2007.66.311), Phase II BM (2010.70.424) Development of the communal areas and creation of secure land tenure in accordance with the Communal Land Act of 2002. -Phase III (2011.65.711), Phase IV (2017.67.698) The rural population in the communal areas secures their land rights, introduces sustainable land use practices and increases the productivity and market orientation of agriculture through infrastructure investments and better access to extension services.
