The HE-Innovate 2025, led by EADTU, brings together over 200 universities and 3 million learners to transform European higher education through digital innovation, inclusion, and lifelong learning. This initiative aligns with the European Education Area, Digital Education Action Plan, and the Bologna Process to address critical challenges in accessibility, equity, and sustainability. Through strategic initiatives like EMPOWER, E-xcellence, and OpenupEd, HE-Innovate 2025 advances the adoption of micro-credentials, strengthens leadership capacities, and promotes diversity and inclusion. Task forces tackle key issues, from embedding generative AI and adaptive learning technologies to implementing green campus practices. By fostering collaboration across institutions, policymakers, and stakeholders, HE-Innovate 2025 ensures wide-reaching impact and scalability. The proposal prioritises learner-centric approaches, leveraging advanced technologies to bridge the gap between personalization and mass education. It addresses skills gaps, enhances teacher training, and builds institutional resilience to drive equity and excellence in education systems. HE-Innovate 2025 also supports the geopolitical objectives of the European Education Area by fostering international partnerships and expanding Europe’s leadership in global education innovation. HE-Innovate 2025 can be seen as a transformative movement designed to create sustainable, inclusive, and innovative higher education systems.
