The Niger Institutional Strengthening and Health Sector Support Project will focus on addressing major institutional and organizational bottlenecks which prevent achievement of the Millennium Development Goals and will, through three components, support the Ministry of Health in: (a) strengthening the strategy of human resources management; (b) improving essential drugs and medical supplies management strategy; (c) strengthening major public health programs (Reproductive health, Malaria, nutrition, etc.) and improving quality of services; (d) improving demand, accessibility and utilization; (e) strengthening governance and institutional capacity, including capacity for safe medical waste management; (f) ensuring adequate and equitable financing; (8) improving community participation; and (h) implementing appropriate monitoring and evaluation mechanisms regarding program performance and ensuring good donor coordination. The three project components finance: 1) Human resources development and management; 2) Expansion of services and delivery of minimum health package (MHP) with three sub-components that improve essential drugs and medical supplies management; strengthen health programs and improve qualitv of services; and improve health care demand and accessibility; 3) Strengthening governance and institutional capacity, with four sub-components that strengthen health management and institutional capacity; improve equitable financing of the health svstem; improve community participation; and fund monitoring and evaluation.
