Description | ContextBecause of its status as an emerging economy, Mexico has been playing a dual role for many years now: In addition to engaging in South-South cooperation, in particular with Latin American partner countries, it also still profits from cooperation with such traditional donor countries as Germany.With a view to placing international development cooperation between Germany and Mexico on a more formal institutional basis, the Mexican Agency for International Development Cooperation (AMEXCID) was founded in 2011. The agency is subordinate to the Mexican Ministry of Foreign Affairs S.R.E. with its five general directorates: Technical and Scientific Cooperation; Educational and Cultural Cooperation; International Economic Promotion; Bilateral Economic Cooperation; and the Mesoamerica Project, AMEXCID covers all facets of international cooperation and unites them all under one roof.ObjectiveThrough this project, the German Government contributes to the organisational and strategic strengthening of the Mexican Agency for International Development Cooperation AMEXCID. Contacts with other donors have been established.ApproachAs a recently established agency, AMEXCID faces major challenges: It is expected to create synergies between the individual administrative entities and to establish a cooperation policy. The project is bringing international perspectives on cooperation into the agency and providing it with technical and sector-specific assistance. It promotes internal exchange in Mexican cooperation, supports the development of programmes between the various AMEXCID entities and accompanies pilot projects.At the same time, the agency regularly exchanges information with its partner countries and supports them by passing on its own experience in international cooperation work.One special challenge is to draw on the private sector's capacities for the benefit of state-run international cooperation. The project promotes mechanisms for establishing cooperation with the private sector, academia and civil society.Finally, the project facilitates the establishment of a training system for staff involved in planning, implementing and evaluating international development cooperation, both within and outside AMEXCID |
