Institutional Support for Capacity Building, Governance and Poverty Reduction

The Institutional Support for Capacity Building, Governance and Poverty Reduction aims at supporting the Government in rebuilding some of the destroyed in the public sector and to cope with an appalling poverty situation. It's designed because the public sector has been seriously weakened and its ability to fulfill its mandates undermined as a result of the burning down of administrative buildings, theft of office equipment and departure of senior civil service staff. The project addresses immediate needs for strengthening budgeting, expenditure control, accounting, auditing, and reporting. In addition, it aims at increasing public sector productivity by reforming the civil service, reducing Government’s role as owner and operator of public enterprises through divestiture and public enterprise reform, supporting aid co-ordination and setting up institutional structures for the disbursement of donor program funds. The project comprises three components, namely: i) Capacity Building; ii) Governance; and iii) Poverty Reduction.
