The proposed project will improve the effectiveness and efficiency of cash transfer programs for vulnerable populations, including pregnant women and children up to 48 months, and to increase their access to early childhood development services in targeted areas of Argentina. To achieve this, the Project will support the following four components:Component 1: Improving cash transfer programs for households with pregnant women and children up to 48 months (US$424.05 million).This component will improve the effectiveness and efficiency of the GoA’s cash transfer programs: Universal Pregnancy Allowance (Asignacion Universal por Embarazo, AUE) for pregnant women, Universal Child Allowance (Asignacion Universal por Hijo, AUH) for children up to 48 months, Nutritional Supplemental Allowance (Asignacion de Complemento Nutricional, ACN) and Comprehensive Health Care Allowance (Asignacion por Cuidado de Salud Integral, ACSI). By providing timely income support during critical periods for child development and encouraging access to essential services to foster early child development, the project will enhance their resilience against environmental risks, thereby protecting the human capital of these vulnerable groups, including people with disabilities. This component will finance the provision of AUE, AUH, ACN, and ACSI grants to beneficiaries. The cash transfers will be paid under the AUE, AUH for children up to 48 months of age, ACN, and ACSI, and the component is expected to finance approximately 36 percent of total spending on these programs during the first three years of the project. Component 2: Enhancing access to prioritized early childhood development services for vulnerable populations (US$66.6 million) This component will improve access to quality childcare and family support services for vulnerable children across all provinces and the CABA. Districts will be prioritized (“prioritized districts”) within each of the provinces and the CABA based on their child vulnerability levels as determined by the Early Childhood Inequities Index (IPI). The quality improvement focus in PFPI will be on enhancing the interactions between caregivers and children at the CDIs and at home. For this purpose, parental education will be a priority under the family support services. Through the provision of early learning opportunities, this component will contribute to boosting child development outcomes. This component will finance two modalities of PFPI using a result-based financing scheme: (i) PFPI Espacios which aims to strengthen the network of CDIs, and (ii) PFPI Acompañamiento to support the expansion of family support services (Servicios de Acompañamiento Familiar, SAF) to build parental skills in households with children up to 36 months of age. This component will also support the enhancement of capacities for managing the PFPI at the national level. At the provincial level, the capacity enhancement will be financed by the IDB. This component will support the following three subcomponents:-Subcomponent 2.1. Enhancing the capacities for the management of PFPI at the national level (US$7.60 million). This subcomponent aims to enhance SSPF’s administrative and oversight capabilities for managing the PFPI. -Subcomponent 2.2. Support for quality improvement of CDIs in prioritized districts (US$49.5 million). This subcomponent will finance result-based capitation payments for childcare services provided to children enrolled in eligible CDIs located in prioritized districts. -Subcomponent 2.3. Support the expansion of family support services in prioritized districts (US$9.5 million). ). This subcomponent will finance the expansion of family support services (Servicios de Acompañamiento Familiar, SAF) to build parental skills in households with children up to 36 months of age living in prioritized districts.Component 3: Strengthening integration of human capital information systems (US$5.2 million)This project will contribute to improving the targeting of social benefits in Argentina, and for the first time move towards the creation of an integrated social registry. This component will finance: (i) an inventory of the supply of MCH individual or household-based social programs; (ii) the design and implementation of the Integrated Social Information System (SIIS) under the CNCPS, initially focused on MCH programs; and (iii) active search strategies to collect socioeconomic data from poor and vulnerable households in targeted areas, especially from areas vulnerable to climate-related shocks.Component 4: Support for the MCH in project management (US$2.9 million).This component will support the General Directorate of Sectoral and Special Programs and Projects (Direccion General de Programas y Proyectos Sectoriales y Especiales,DGPYPSYE) of the MCH. This component will provide parallel financing with the IDB to support the Financial Management (FM), Procurement, Environmental and Social (E&S), monitoring and evaluation functions, and the technical verification for components 1 and 2. This component will also support the enhancement of interoperability between MINSAL and ANSES.
