Description | The Paraná Integrated Highways concession project was qualified at the 9th meeting of the Investment Partnership Program Council through Resolution No. 52, of May 8, 2019, converted into Decree No. 9,972 of August 14, 2019. The technical feasibility studies were carried out by the Planning and Logistics Company – EPL, together with the International Finance Corporation (IFC) and approved by the Ministry of Infrastructure on January 19, 2021. Lot 3, with a length of 569 km, includes sections of the federal highways BR-369/373/376/PR and state highways PR-090/170/323/445. Lot 3, via BR-376, BR-369 and PR/170, connects São Luiz do Purunã (at the junction with BR-277) to Jandaia do Sul, Mandaguari and Arapongas, passing through the cities of Ponta Grossa and Apucarana . A second section of Lot 3 connects Mauá da Serra (at the junction with BR-376) to the border between Paraná and São Paulo, in Sertaneja, passing through Londrina. The concession also includes a 27 km stretch of PR-090, connecting Sertanópolis to Ibiporã, in the metropolitan region of Londrina. The project foresees investments of around R$ 8.1 billion, throughout the concession period, including the duplication of 200 km of highway, the implementation of 24.7 km of additional lanes, 14.7 km of marginal roads, in addition correction of 12.5 km of track. 73.2 km of contour works are planned in Apucarana, Arapongas, California, in addition to the East and North contours of Ponta Grossa. It is also planned to implement 107 uneven intersections, 2 viaducts, 6 U-turns, 38 walkways, 75 special works of art, 2 escape areas, in addition to 24.3 km of cycle paths. In addition to significant investments, the project provides a 5% discount for those who use the automatic vehicle charging service known as “tag”, in addition to the Frequent User Discount (DUF), which results in a progressive reduction in the amount paid for toll over 30 days for those who use the same route daily. The contract incorporates regulatory improvements recently developed by ANTT, such as the improvement of the project's risk allocation, the mitigation of tariff revenue and exchange risk risks, in addition to the possibility of signing a Tripartite Agreement between the concessionaire, financiers and ANTT, with a view to make the project more attractive to financing agents. Improvements were also incorporated in the dispute resolution clauses and in the clauses relating to the early termination of the concession, providing greater security and predictability to the investor. |
