Description | The Paraná Integrated Highways concession project was qualified at the 9th meeting of the Investment Partnership Program Council through Resolution No. 52, of May 8, 2019, converted into Decree No. 9,972 of August 14, 2019. The technical feasibility studies were carried out by the Planning and Logistics Company – EPL, together with the International Finance Corporation (IFC) and approved by the Ministry of Infrastructure on January 19, 2021. Lot 6, with a length of 646 km, includes sections of the federal highways BR-163/277/PR and the state highways PR-158/180/182/280/483. Lot 6 follows BR-277 from the junction with BR-373/PR-452, near Guarapuava to Ponte da Amizade, the border between Brazil and Paraguay, in Foz do Iguaçu, passing through Cascavel. A second section connects Cascavel to Pato Branco, in the southwest of the state, passing through the city of Francisco Beltrão. The project foresees investments of around R$ 8.5 billion, throughout the concession period, including the duplication of 443 km of highway, the implementation of 31.4 km of additional lanes, 112 km of marginal roads, the correction of laying out 15.4 km of track, in addition to the implementation of the Marmeleiro bypass. It is also planned to implement 96 uneven intersections, 19 level turns and roundabouts, 38 walkways, 31 special works of art, 1 escape area, in addition to 38.6 km of cycle paths. In addition to significant investments, the project provides a 5% discount for those who use the automatic vehicle charging service known as “tag”, in addition to the Frequent User Discount (DUF), which results in a progressive reduction in the amount paid for toll over 30 days for those who use the same route daily. The contract incorporates regulatory improvements recently developed by ANTT, such as the improvement of the project's risk allocation, the mitigation of tariff revenue and exchange risk risks, in addition to the possibility of signing a Tripartite Agreement between the concessionaire, financiers and ANTT, with a view to make the project more attractive to financing agents. Improvements were also incorporated in the dispute resolution clauses and in the clauses relating to the early termination of the concession, providing greater security and predictability to the investor. |
