Description

The FC project follows an integrated approach that, for the first time in Uganda, combines measures in the area of water and sanitation (WSV) with measures in the areas of waste disposal, surface drainage and technical land use planning. For decades, the region around the city of Gulu was the centre of the armed conflict between the Ugandan military and the rebel group Lord Resistance Army (LRA). Due to the strong population growth caused by the settlement of refugees, neglected investment in infrastructure and a lack of land use planning, the access rates to adequate WSV in Gulu are well below the national average. Due to the lack of planned surface drainage, flooding occurs repeatedly, particularly in informal settlements. There is no functioning waste disposal system. Against this background, the aim of the FC module is to supply the population of Gulu, especially the residents of the informal settlement areas, with hygienically safe drinking water at economically viable and socially acceptable prices, to ensure basic sanitation that is hygienic and ecologically sound, and to improve sanitation through a functioning waste disposal system and planned surface drainage in parts of the city that are particularly affected by flooding. Due to the high investment requirements and the current acute undersupply of the city with central basic infrastructure, the project is divided into two phases. Phase I includes short-term, effective immediate measures to improve the supply situation as quickly as possible; the second phase is being prepared in parallel and includes the development of the Nile as a water source for Gulu, which will enable water demand to be fully met. In Phase I, in parallel with FC, the World Bank is supporting the municipal water supplier National Water and Sewerage Corporation (NWSC) in Gulu in the rehabilitation and expansion of the city's water and sanitation infrastructure. The target group of this FC project is the population of the city of Gulu, which is currently estimated at around 212,000 people. The total costs of Phase I (2015-2020) are estimated at EUR 30 million. Of this, the World Bank is financing EUR 15 million; NWSC is making its own contribution of EUR 1 million. The necessary FC contribution for this phase therefore amounts to EUR 14 million. The total costs for Phase II (2017-2023) are estimated at around EUR 52 million. The FC contribution for this phase amounts to EUR 27 million, the World Bank is financing EUR 25 million.
