Description

The proposed Integrated Nutrition and Adaptive Social Protection for Increased Resilience technical assistance (TA) comes at the request of the Ministry of Social Solidarity and Inclusion (MSSI) as it explores innovative ways of strengthening social protection systems and programs for improving human capital in Timor-Leste. The MSSI plans to pilot nutrition enhancements to the Bolsa da Me (BDM) conditional cash transfer (CCT) program, which targets pregnant and lactating women and mothers of children under two. To ensure that the government's pilot is built on strong foundations and that social assistance programs help households build resilience to climate change and improve food security and nutrition, the MSSI requires support for (i) strengthening social protection systemsmaking sure they are integrated, shock-responsive, and capable of identifying the most vulnerable households; (ii) developing operational guidelines and capacity to implement sustainable, nutrition-smart, and adaptive social protection programs; and (iii) promoting evidence-based social protection policies and programs through rigorous monitoring and evaluation.
