Description | The IRDP will finance a targeted package of climate-resilient infrastructure investments in Da Nang City and Gia Lai Province, selected to reduce disaster and climate-related risks, strengthen access to critical services, and support inclusive economic growth. The project adopts a multi-sectoral approach that integrates disaster risk management and climate adaptation considerations into infrastructure development. It is fully aligned with the city’s and province’s Socio-Economic Development Plan (SEDP), masterplans, and investment priorities. The core activities include the construction and rehabilitation of flood drainage systems, multi-purpose flood and storm surge protection works, climate-resilient roads and bridges, and integrated evacuation routes in urban and peri-urban areas. These investments were identified based on detailed flood risk assessments, site-specific hydrological and geotechnical studies, and scenario-based investment prioritization processes. Engineering designs incorporate flood modeling, sea level rise projections, and material specifications to ensure infrastructure durability under both current and future hazard conditions. By targeting critical corridors and vulnerable population clusters, the infrastructure improvements are expected to reduce acute disaster impacts, minimize service disruptions, and protect lives and livelihoods. Co-benefits such as enhanced mobility, safer evacuation access, and reduced economic losses from flooding are embedded in the design. Climate mitigation is also integrated through the inclusion of energy-efficient street lighting, urban greening, and vegetated embankments, which contribute to carbon sequestration, erosion control, and microclimate regulation.The IRDP will enhance the institutional capacity of Da Nang City and Gia Lai Province to plan, implement, and manage climate-resilient infrastructure systems. Rather than a standalone training component, capacity building is embedded throughout implementation, using a "learning-by-doing" model that provides continuous technical support to local agencies and project teams. This includes structured consultations during the design and procurement phases, hands-on support for engineering reviews and safeguards implementation, and technical assistance in the formulation of risk-informed O&M strategies. Local authorities and provincial departments—such as the DOC and DAE—will benefit from applied learning on climate-resilient design principles, maintenance planning, and interdepartmental coordination mechanisms. The project also promotes knowledge exchange on NbS for flood and erosion protection, including vetiver grass embankments, eco-dredging techniques, and green buffer zones. These approaches are expected to not only increase infrastructure longevity and environmental co-benefits but also serve as demonstration models for replication by other provinces. By facilitating local ownership and institutional learning, the project contributes to the long-term sustainability of climate adaptation investments.To ensure the functionality and resilience of the financed infrastructure over time, the IRDP will support the development of asset-specific, climate-informed O&M plans tailored to the localized flood and storm risk profiles and performance needs of each investment. These plans will serve as practical tools for city and provincial agencies to guide infrastructure upkeep, budgeting, and risk monitoring. In addition to technical specifications for regular maintenance, they will include protocols for adaptive measures such as sediment control, slope stabilization, and flood flow regulation. Drainage and transport designs also incorporate scalability and modular features to allow for upgrades as climate conditions evolve. The project will institutionalize the use of such tools by embedding them in provincial infrastructure planning cycles and aligning them with national standards. Lessons and models from the IRDP will be documented and disseminated through inter-provincial and inter-agency platforms, supporting the wider adoption of resilient infrastructure practices and informing future iterations of national design guidelines and technical norms.The IRDP will be implemented over a six-year period and organized around two components: Component 1 – Support to Da Nang City, and Component 2 – Support to Gia Lai Province. Each component will finance climate-resilient infrastructure investments and provide support for project management and technical assistance. In Da Nang City, investments will focus on enhancing flood conveyance capacity within the Truong Giang River basin through dredging, hybrid (green and grey) embankment construction, a new flood bypass system with a ship lock and water gate, and the construction of resilient bridges to maintain east-west connectivity. In Gia Lai Province, the project will support the construction of elevated coastal and inland roads and bridges to improve access to Quy Nhon Port and surrounding flood-prone corridors. These investments are based on climate and disaster risk assessments, incorporating climate-resilient design specifications such as elevated roadbeds, slope stabilization, and erosion-resistant materials. Each province will receive implementation support, including detailed engineering design, construction supervision, environmental and social safeguards management, procurement, and project management assistance. Institutional strengthening will be embedded in all stages of infrastructure delivery, reinforcing adaptive planning, risk-based prioritization, and sustainable maintenance.The total project cost is US$228.54 million, comprising US$144.97 million in financing from the International Bank for Reconstruction and Development (IBRD) and US$83.57 million in counterpart financing from the provincial governments. IBRD financing will support civil works, while counterpart funds will cover consulting services, resettlement, compensation, taxes, and administrative expenditures. All investments were reviewed for alignment with the Official Development Assistance (ODA) and Concessional Loan Strategy for 2021–2025 (Decree No. 2109/QD-TTg dated December 15, 2021), ensuring coherence with Viet Nam’s national priorities for resilient and inclusive infrastructure development.Component 1: Support to Da Nang City (IBRD: US$76.57 million for direct construction cost; CF: US$36.82 million for compensation and resettlement costs, consulting services, administrative expenditures and taxes). This component supports investments to improve flood risk management and transport connectivity in the Truong Giang River basin, which is a hydrologically complex and densely populated corridor prone to recurrent flooding, erosion, and service disruption. These investments were selected based on extensive hydrological modeling, technical assessments, and stakeholder consultations, and are designed to enhance the flood discharge capacity of the basin, restore the navigability of inland waterways, and strengthen resilience across coastal and low-lying areas of Tam Ky and surrounding districts. The component comprises the following four sub-components:• Sub-component 1a – Rehabilitating selected sections of the Truong Giang River channel, including dredging and constructing riverbank protections (IBRD: US$23.11 million; CF: US$2.31 million): This sub-component will rehabilitate approximately 60 km of the Truong Giang River to restore its drainage and navigation functions. The dredging works are designed to meet the Class IV Inland Waterway Standard as per Decision 1829/QĐ-TTg (October 31, 2021), allowing for two-lane passage of 100-ton vessels. The intervention will address significant siltation and stagnation issues in the central tidal convergence zone, where limited flow and aquaculture activity have exacerbated sedimentation and pollution.
