Russia's attack on Ukraine and the start of the war on February 24, 2022 triggered a humanitarian crisis in Ukraine. By the end of August 2022, a total of 13.6 million people - almost a third of Ukraine's entire population - had been displaced from their homes and living environment, 7.0 million of whom have sought safety within Ukraine as internally displaced people (IDPs). Due to the collapse in economic activity as a result of the war, both the population and the state have suffered major income losses. A large proportion of the Ukrainian population is dependent on social benefits, which the state can only maintain with the help of external financial support. The module's goal is to strengthen Ukraine's capacity to adequately support the livelihoods of internally displaced persons. The target group of the project are the officially registered internally displaced persons in Ukraine caused by Russia's attack on Ukraine. The FC module aims to provide Ukraine with short-term funds to finance important government programs in the current war and emergency situation. At the output level, the planned and actually spent budgets of the Ukrainian state budget are recorded, which are made available to the Ministry of Social Policy for payment to IDPs. At the impact level, the number of IDPs who register and receive state aid payments is recorded.
