ICCS provides reliable, comparative, and actionable data and indicators in this critical learning area that can help monitoring progress toward education policy agendas, such as the EU's European Education Area and the UN’s Agenda for Sustainable Development. Within its content domain covering civic institutions and systems, civic principles, and civic participation, ICCS framework includes and operationalizes for measurement key concepts of democracy, equality, rule of law, and human rights to highlight a few illustrating the study relevance for the shared EU values. ICCS 2027 will allow participating countries to: Address new and persisting challenges to civic and citizenship education in the global and regional contexts. Monitor citizenship outcomes trends over time for returning participants. Generate comparable indicators of students' civic knowledge, attitudes, and engagement. Make informed decisions on education policy and practice. ICCS 2027 will implement a full computer-based assessment completing the study's transition to a fully digital assessment. The first phase of the ICCS 2027 work was focused on facilitation of Erasmus + eligible educational systems engagement, updates of the assessment framework and the instruments development as well as preparing platforms for exchanging study information and conducting the study pilot. The second phase of the ICCS 2027 is aimed at preparing survey operation procedures and instruments for their trialing in a robust field test to allow finetuning field procedures and operations as well as to collect data for evaluating the proposed instruments and enabling improvement of their international and national versions. This field test phase is an important step preceding ICCS 2027 data collection (Phase 3) for reporting and further secondary analysis enabling policy as well as educational use after the whole study will be completed.
