The Interstate Bridge Replacement Program (IBR) is a megaproject to replace the bridge over the Columbia River between Washington and Oregon. The project includes a 5-mile corridor and light rail extending to the Vancouver waterfront. The project design prioritizes light rail, bikes, and pedestrians over cars and freight haulers. The project cost estimate has increased to $14.4 billion, with construction now unlikely until 2028 and completion expected around 2045. Tolling is planned to start at construction in 2028, with toll rates varying from $1.55 to $4.50 per trip. Funding secured is about $5.5 billion, leaving a large deficit.
