Description

Infrastructure Investment and Transportations Construction JSC (INTRACOM) developed the 10.5MW Ta Loi 2 small hydropower plant, on Ta Loi stream, a branch of Ma river, Bat Xat District, Lao Cai Province. The annual output is expected to be 46,057 GWh. The project consists of 3 turbines of 3.646 kW. Plant load factor was esitmated at 50.07%. The project received a letter of acceptance on tha PPA from 1-EVN in August 2008. The EIA was approved in June 2007. The first feasibility report drawn up in April 2007. The investment certificate was recieved from the Lao Cai province in November 2009. Commissioning was expected for January 2014. Project life was expected to be 30 years. The tariff was expected to be 916VND/kWh, based on Decision 66/QD-DTDL of December 31 2010. Total capital cost of the project was VND 219,186 million (US$10.5 million). The project applied for UNFCCC CDM financing. The return on equity was estimated at 12.75%, the 'default expected ROE for Energy Industries in Vietnam'. The debt/equity ratio was expected to be 70/30. Weighted average cost of capital was 17.9%. Interest on debt was expected to be 12% with a loan term of 10 years (based on the feasibility study, more information was unavailable). Financial closure date was unavailable, as such the project was reported as advanced development. The project cost was divided as follows: Construction: VND 102,952 million Hydro Mechanical & Eletrical Equipment: VND 98,973 million Project Management: VND 3,186 million Consulting: VND 10,190 million Other expense: VND 3,570 million Contingency: VND 22,387 million.
