Introducing TruBudget in Burkina Faso

As part of the project, the version of TruBudget developed for Burkina Faso is to be tested and further developed as a digital management tool for selected project financing in Burkina Faso. As a result, the government of Burkina Faso should be able to establish TruBudget as a standard system for implementing donor-financed projects. The aim of introducing TruBudget as comprehensively as possible is to include partner financing in the partner budget in accordance with the requirements of the Paris Declaration of 2005 and thus significantly improve efficiency and structural sustainability in the use of donor funds. The innovative use of blockchain technology in the management of project financing enables a previously unattainable level of transparent, secure and traceable control of the use of donor funds. The project includes measures to further adapt and improve the TruBudget application (national name Système Intégré de la Gestion des Fonds Extérieurs/ SIGFE) and to integrate it into the partner's existing IT ecosystem. The implementation will be supported by an international consultant who, in addition to the technical adjustments, will carry out extensive training measures for those involved on the Burkina Faso side and the donor institutions. In addition, the Burkinabe government will be supported in making the necessary adjustments at the procedural, legal and political-institutional level. Following the regular implementation, an extension phase will be carried out in order to further adapt SIGFE and to transfer some of the KfW projects into production. These should serve as an example for other donors who have already shown a high level of interest.
