Description
Description | This synopsis is the full announcement. The purpose of this agreement is to foster cooperative invasive plant management across jurisdictional boundaries within watersheds and landscapes associated with the National Wildlife Refuge System. Financial assistance to facilitate the establishment of common priorities and objectives necessary for managing invasive species along logical geographic boundaries with similar land types, use patterns, and problem species. The FWS works to eradicate, contain, and prevent the spread of noxious weeds on refuge system lands and cooperate to prevent the spread or threat outside their boundaries. Cooperation between USFWS and partners will result in operational efficiencies in resource management when working with intermingled land ownership goals. The objectives of this agreement are to support integrated and adaptive weed management methods and foster community-based, collaborative weed management initiatives. Several strategies will be used: coordination and cooperation; develop and maintain common inventories and associated methods for invasive plants; develop awareness, education and training programs; develop prevention and early detection strategies; develop and implement best treatment methods; establish species-specific control priorities; develop monitoring programs and evaluations; and coordinate the sharing of resources and equipment. Mission and objectives of Program and how well fit with USFWS, NWRS mission, priorities, and immediate needsFunding priority for NWRS Timliness of schedule for accomplishmentAbility to document all work with GISAdditional partners and how well their priorities fit with NWRS prioritiesSignificance: The extent to which the project, if successfully carried out, will make and original and important contribution to the Fish and Wildlife Service Mission and the public.Approach: The extent to which the concept, design, methods, analyses, and technologies are properly developed, well-integrated, and appropriate to the aims of the project.Feasibility: The likelihood that the proposed work can be accomplished within the proposed budget by the technical staff, given their experience and expertise, past progress, available resources, and institutional/organizational commitment. Note any unusually high or low cost-effectiveness.All questions are to be submitted in writing to the contact listed below. The Opportunity Number must be in the subject line.Only pre-applications are to be submitted and pre-application coordination is encouraged to determine whether refuge interest and funding availability in proposed area prior to pre-application. Detailed applications will be requested by invitation only. Click on the Full Announcement to see the attached Application Instructions for further guidance.Proposals shall: 1) prioritize and target undesirable plant species or group of species to be controlled or contained within a specific geographic area; 2) describe the integrated management system to be used to control or contain the targeted undesirable plant species or group of species; and 3) detail the means of implementing the integrated management system, define the duties and costs of the FWS and the Partners in implementing that method, and establish a timeframe for the initiation and completion of the tasks specified in the integrated management system. |
