Description

The development objective of the Investing in Human Capital Second Development Policy Financing in Peru is to support Government policies to protect and invest in human capital accumulation through: (a) improving delivery of social protection and early childhood development services; (b) increasing access to health services and ensuring continuity of care, and (c) improving teacher management and professional development systems. Policies under Pillar 1 include the social development and inclusion strategy, which coordinates the policy interventions of various actors; the national early childhood development (ECD) strategy, which promotes integrated multisectoral management of critical services to reduce risk factors for ECD, including nutritional, health, environmental, and psychosocial ones; and the Multisectoral Plan to Fight Anemia, which improves childhood nutrition and school readiness by reducing the prevalence of anemia through the provision of integrated ECD services. Policies supported under Pillar 2 highlight three objectives: (a) promote a healthy lifestyle through a disease prevention approach; (b) ensure early access to quality health services through a continuous modernization of the health sector that involves the incorporation of technologies such as telemedicine; and (c) improve health by reducing hazardous life conditions. Policies supported under Pillar 3 ensure that children in Peru learn, develop and prosper in a democratic, equitable, egalitarian, and inclusive environment include: (a) a teaching profession that ensures quality pre-service training, continuous reflection on the pedagogical practice, and in-service training and professional development; (b) a strengthened managerial role at the school level; (c) a school system that is flexible, articulated, decentralized, and operates under an equity approach; and (d) a modernized education management system, including meritocratic hiring processes and full use of digital advantages.
