The planned new project, Electricity Distribution I Investment Program, is intended to serve the energy-efficient rehabilitation and expansion of the dilapidated electricity distribution infrastructure in Albania. The program objectives are (i) to increase electricity distribution capacities, (ii) to reduce CO2 emissions and (iii) to improve the security and quality of supply. The overarching development policy objectives of the project are to make a contribution to the sustainable economic development of Albania, as well as to reduce greenhouse gas emissions and thus to contribute to global climate protection. The target group is the population of Albania connected to the electricity grid. The new project is designed as an open program. At the time of the review, the following possible measures could be identified (1) Upgrade/expansion of the network control room for the electricity distribution system with systems for monitoring, control and data acquisition (Supervisory Control and Data Acquisition System, SCADA), network management (Distribution Management System, DMS), load distribution (Load Dispatch System) and network maintenance at distribution level 20 kV; Furthermore, it is expected that... Instrument transformers (current and voltage transformers) were installed, the existing telecommunications system was renewed if necessary and an integrated IT system was introduced. (2) Construction of a new 110/20 kV substation, expansion of the medium voltage, installation of low-loss transformers (3) Adaptation of the lines and equipment of the medium-voltage network in selected regions to a uniform voltage level of 20 kV (4) Consulting services Taking into account the program objectives and the priorities of the partners, additional or, if necessary, alternative components can be financed within the framework of the program. To support the program sponsor in the preparation, introduction and operation of the network control center, consulting and training measures, particularly for component 1, are planned as part of an accompanying measure (BM). The estimated total cost of the project is around EUR 32 million. The borrower is the Republic of Albania, represented by the Ministry of Finance, which will pass the funds on to the program sponsor OSHEE (Operatori I Shperndarjes Energjise Elektrike). The program is financed by a development loan (low-interest loan) of EUR 30 million. The federal guarantee framework is used to 80%. The Republic of Albania provides a transaction-related state guarantee as security. The sponsor's significant own contributions consist of the assumption of customs duties and taxes as well as measures to avoid, reduce and compensate for environmental and social impacts during the construction and operation of the facilities. In addition, the sponsor's significant own contribution consists of the rehabilitation of the 220/400 V low-voltage networks using ABC cables, which are connected to the 20 kV sub-networks converted in the program. A grant of EUR 2 million is planned for the accompanying measure.
