Description | The IQI 11 project was qualified at the 9th Meeting of the PPI Council through Resolution No. 52, of 05/08/2019, converted into Decree No. 9,972, of 08/14/2019. It is a port terminal lease, with an area of 33,607m², brownfield, dedicated to the movement of liquid bulk, especially fuel, located in the Organized Port of Itaqui/MA. A new lease contract will be signed, through a bidding process in the auction format, the selection criterion of which will be the highest grant value. With an expected exploration period of 20 years. Currently, the terminal is operated by Petróleo Sabbá S.A. through three Transition Contracts nº 009/2018/00 (15,556 m²), nº 010/2018/00 (13,326.57 m²) and nº 002/99 (4,724.86 m² ). Investments of R$ 133.3 million are planned, with the obligation to increase the existing static capacity by at least 64,897 m². With the bidding for the terminal, the aim is to regularize the precarious situation of the instrument that allows the current exploration of the area, as well as to promote the expansion, modernization and optimization of the infrastructure and superstructure that integrate the organized ports and port facilities, thus meeting the guidelines established by Law no. 12,815/2013. The Port of Itaqui's main cargo is fuel, according to its Master Plan, in 2016, 5.9 million tons of petroleum derivatives were handled, equivalent to 3.4% of the Port Complex's total, expected to reach 17 .9 million tons in 2060, following an average growth rate of 1.7% per year. The flows that are expected to show the highest growth rate are imports of petroleum derivatives, with an average rate of 1.9% per year, with greater growth in the short term, of 12.1% per year between 2016 and 2020. The importance of offering the fuel sector adequate investment alternatives in new terminals and new contracts is highlighted, which contributes to guaranteeing regional supply, stimulates competition in the sector and promotes increased port efficiency through expansion, modernization and optimization of infrastructure and superstructure, in addition to ensuring reasonable tariffs and prices charged in the sector. The studies presented were contracted by the Maranhense Port Administration Company – EMAP, through competition no. 001/2017.
