Description | The project was the first ever Urban Infrastructure project on BOT basis in India, and the first time in the history of India's road sector that a single operator was appointed to develop and maintain all major roads in the city. Kolhapur, a well-developed and culturally rich city of 600,000 in western Maharashtra, had an inner city road network of 49.5 km in 2008. The Kolhapur project covered the upgradation of all major roads in Kolhapur into four-lane with all related infrastructure like footpaths. The total length of the road under upgradation was 49.5 km, and was estimated to be complete within two years. After upgradation, IRB Infrastructure would own and operate these roads for 30 years. MSRDSC's traffic data shows that around 45,000 vehicles enter and exit city through nine entry/exit points in a single day. Under the 30 year concession contract, the concessionaire was allowed to toll all 9 entry points to be tolled post substantial completion of construction. IRB Kolhapur Integrated Road Development Company Pvt was the company created to implement the project. Other salient aspects of this Kolhapur IRDP were: •Residents of the city of Kolhapur plying within the city limits need not pay any toll charge to use the roads. •Only those vehicles entering or leaving the city will be paying the toll. In addition to the concession period, IRB Infrastructure Developers Ltd. enjoy the following benefits: Commercial plot admeasuring 30,000 square meters allotted to the company, and lease period of this land will be 99 years. The Maharashtra State Road Development Corporation (MSRDC) awarded the project via competitive tender to IRB Infrastructure Developers in March 2008. Mumbai-based Atlanta Infrastructure was the other bidder. Total cost of the project is estimated to be approximately around Rs. 4.00 billion (US$82.6 million). Construction work commenced in January 2009. The project became operational (construction phase concluded) in January 2011. |
