Description

Loma Blanca I was a 50 MW first stage of the planned 200 MW Loma Blanca wind facility located in the province of Chubut, near Puerto Madryn. In 2011 the project developer, Isolux Ingeneria S.A. was a subsidiary of the Spanish firm Isolux Corsan with the mandate to develop, own and operate renewable energy projects in Latin America. The project was awarded in a government tender for renewable energy known as GENREN, whereby the winning bids were awarded 15-year PPAs with the state utility Enarsa. As of November 2011, the project was set to be financed by a USD 103 million local bond issue on the behalf of Isolux Corsan. This amount was expected to cover the entire cost of development for Loma Blanca I. Expected commissioning was for 2013. Update: Project was actually Loma Blanca IV and was financed through a local morket bond issue in 2012 (estimated here as June). The bonds were rated by Fitch as "BBB".
