Description

iSupport is a global electronic case management system for the international recovery of child support under the 2009 EU Maintenance Regulation and the 2007 HCCH Child Support Convention. Over the past few years, iSupport has enhanced its security, improved the appearance of the software and included a statistical report for the 2007 Convention. Central Authorities designated in accordance with these instruments have reported various obstacles in relation to international payment of maintenance: cheques that are difficult to cash in or incur high fees, opaque or high bank fees, all contribute to reducing the amounts that should go to creditors, thereby reducing the effectiveness of judicial decisions. For debtors, incurring high fees also acts as a disincentive to make timely and regular payments, which increases the risk of maintenance arrears. iSupport ITMF will make it possible to connect iSupport to a bank account, managed by a Central Authority or any other delegated public body. This will facilitate the monitoring of funds by Central Authorities and provide leverage to negotiate better conditions with banks. It will help creditors to receive the money they expect, and debtors will make efficient payments, allowing them to maintain a relationship with their children. The project will also help to gather more data on international maintenance payments in order to better assess the global efficiency of recovery.
