Description | The first phase of the DKI Jakarta SPAM project involves the developing of greenfield drinking water supply assets in the city of Jakarta, Indonesia. The project aims to achieve 100% of drinking water service by 2030, of which current service coverage is at 65%. The first phase covers the upstream development and includes: Jatihulur I regional SPAM - 4,000 litres per second (lps); Karian-Serpong regional SPAM - 3,200 lps; and Jatihulur 2 / Ir. H. Djuanda regional SPAM - 2,054 lps. The projects will have a 25-year cooperation period, which is expected to start when operational management of the existing water treatment plants (WTP) commences on the 3 May 2023. Sponsor is Moya Indonesia, through its wholly owned subsidiary Air Bersih Jakarta. In October 2022, Moya signed an agreement with the Ministry of Public Works and Housing (PUPR) to develop the Jakarta SPAM under a bundling financing scheme. The first phase has a total value of $789.98 million (Rp12 trillion) and is financed with a $584.19 million (Rp8.874 trillion) credit facility on a 74:26 d/e ratio. Lenders are: Bank Central Asia, OCBC, Bank Tabungan Negara, Bank BTPN (a subsidiary of SMBC), Sarana Multi Infrastructure, KB Bukopin (a subsidiary of Kookmin Bank) and China Construction Bank.
