The Project will support Jamaica's Office of the Cabinet - National Reconstruction and Resilience Authority in the execution of its overall functions related to reconstruction following Hurricane Melissa. The Project will comprise two components, as described below, focusing on providing ‘surge capacity’ (consulting services) for specific technical areas to support NaRRA and, accordingly, to support knowledge transfer for medium-term implementation capability.Component 1: Reconstruction Program Planning and ManagementThis Component will finance consulting services (envisioned to be provided by a firm) for technical inputs to the design and implementation of program-management systems, cost and schedule controls, monitoring and evaluation (M&E) systems, and quality-assurance frameworks.Component 2: Supporting Priority Reconstruction Project (PRP) Development and Implementation This Component will finance consulting services (envisioned to be provided by one or more firms) to provide scalable implementation surge capacity for engineering, procurement support, and contract management. Specifically, these services could include: (i) risk-informed planning of town reconstruction; (ii) feasibility assessment, detailed design, costing and preparation of projects; (iii) market research; (iv) technical inputs to the preparation of preparation of procurement strategies and bidding documents; (v) management of complex civil works contracts; (vi) environmental & social risk management, etc.
