Opportunity At 101-years-old, the Saskatchewan North Battleford Hospital had never been completely renovated and as a result, no longer met modern medical standards despite being the province’s only psychiatric rehabilitation facility. On April 29, 2014, the Government of Saskatchewan—including the Ministry of Health, the Ministry of Justice, the Ministry of Central Services and SaskBuilds— announced its decision to move the project forward as an integrated mental health and correctional complex through a P3 model. Challenges Consolidate the needs of patients in the mental health system and the correctional system to achieve procurement synergies while keeping populations separate and ensuring appropriate services. Innovations An October 2014 networking event allowed local businesses to connect with the three shortlisted companies. Results The new, larger facility will have 284 beds, including 96 secure beds for offenders living with mental illness, compared with the previous facility which only had 156 beds The correctional facility will have 64 cells for men, 16 cells for women, eight medical cells and eight special-purpose (segregation) cells, offering both male and female offenders crucial support for mental health issues. The facility will at all time remain owned by the province, which will at all times be responsible for operation and the provision of clinical and correctional services. Using a multi-level design reduces the overall footprint of the facility creates operational efficiencies by reducing travel distances for clients and staff. The facility will advance the integration of clinical care, education and research. Several green and energy efficient features are included in the design including a cogeneration system to reduce energy consumption on site which involves the generation of electricity as well as the use of waste heat to produce heat for the facility. This will additionally result in operational savings. "Building this new project through a public-private partnership will allow us to harness the best of private sector ingenuity and innovation, while also maximizing operational efficiencies….The P3 process will not only deliver the new project on time and on budget, but it will also ensure it is properly maintained over the term of the agreement." - Dan McMorris, Minister for SaskBuilds "Mental health and addictions are major drivers of cost and incarceration rates in our province and overcrowding in our facilities continues to be an ongoing concern.
