Jatiluhur I Drinking Water Supply System (SPAM) project includes the construction of water intakes, transmission pipes and water treatment plants in capital city of Jakarta, Indonesia. The project has a design capacity of 4,750 litres per second and supplies water to Karawang Regency, Bekasi Regency, Bekasi City and Jakarta. Shareholders of the project company Wika Tirta Jaya Jatiluhur are state-owned company Wijaya Karya (80%), together with a member of the Jaya Group - Jaya Konstruksi Manggala Pratama (17.4%) and Tirta Gemah Ripah (2.56%). The consortium emerged as the winning bidder, outbidding 3 other bidders prequalified in March 2018. Offtakers included state-owned regional water distributors PAM Jaya, PDAM tirta Patriot Bekasi, PDAM Tirta Bhagasasi Bekasi, and PDAM Tirta Tarum Karawang.The 30-year concession includes a 2.5-year construction period and the scheduled commercial operation date is 2024. The total project cost is Rp1.675 trillion ($116.74 million), which will be financed with a mix of debt (70%) and equity (30%). The 11-year debt was provided by Bank Mandiri, Sarana Multi Infrastruktur and Bank Pembangunan Daerah Jawa Barat dan Banten. Indonesia Infrastructure Guarantee Fund, under the Ministry of Finance, provided government guarantee for the project for 15 years to guarantee the risk of default and termination. Financial close was achieved on 5 April, 2022.
