Description | Created through Decree s/nº, of February 4, 2002, and by Law nº 11,486, of June 15, 2007, the Jericoacoara National Park, located in the State of Ceará, occupies an area of 8,863 hectares and is among the five most visited Conservation Units in the country. Located in a region of immense potential and tourist appeal, with dunes, beaches, lagoons and typical vegetation, the destination is consolidated and Jericoacoara is internationally recognized as one of the most beautiful beaches on the planet. The creation of the Park was one of the main factors that contributed to maintaining the characteristics of the place as a fishing village and maintaining its simplicity and rustic character, preserving unique aspects of the region and enabling tourist exploration to continue in a sustainable manner. The recent opening of the Jericoacoara Regional Airport tends to significantly increase the flow of visitors to the Park. In this sense, the delegation of services is essential not only to structure the conservation unit with the necessary means for effective access control, as well as to improve the user experience through improvements to internal roads, implementation of equipment to facilitate access, trail signage, provision of services such as food, accommodation and commerce. The qualification of the Park in the PPI, recommended through CPPI Resolution No. 79, of August 21, 2019 and ratified by Decree No. 10,147, of December 2, 2019, aims to grant the provision of a public service to support visitation , as well as support services for the conservation, protection and management of the conservation unit. Through CPPI Resolution No. 260, of December 6, 2022, the privatization, in the form of a common concession, of the Jericoacoara National Park, in the state of Ceará, was approved, the object of which the concession is the provision of public services to support the visitation, revitalization, modernization, operation and maintenance of tourist services in the National Park. The Plenary of the Federal Court of Auditors (TCU) approved, on November 23, 2022, the continuity of the concession process for the Jericoacoara National Park. The approval of the Court of Auditors strengthens the legal certainty and transparency of the process, in addition to allowing progress to the stages of publishing the notice and holding the auction. The bidding notice was published on December 29, 2022, with the public session expected to be held to receive proposals on March 10, 2023, from 9 am to 12 pm, at B3 headquarters, Rua XV de Novembro, 275, Historic Center of São Paulo, and the public auction session on March 20, 2023, in the same location. Through the Notice of Suspension, published in Section 3 of the Official Gazette of the Union (DOU) of March 8, 2023, the bidding for Competition No. 02/2022, which deals with the concession of public services in the Jericoacoara National Park, was suspended for 90 (ninety) days from the date of publication. The Special Bidding Committee extended the suspension for another 30 (thirty) days, counting from the publication of the Extension Notice in the DOU on June 6, 2023. New extension for another 60 (sixty) days, counting from June 6, 2023. July 2023, was published in Section 3 of the Official Federal Gazette (DOU) of June 30, 2023, according to Competition Notice No. 2/2022. The ICMBio Special Bidding Committee canceled Tender No. 2/2022, according to the Revocation Notice published in Section 3 of the DOU of September 5, 2023. For its part, the Bidding Committee published the new Competition Notice nº 2/2023, on September 15, 2023, which provides for the public session to receive proposals on January 16, 2024, from 9 to 12 hours, at the headquarters of B3, Rua XV de Novembro, 275, Centro Histórico de São Paulo, and the public auction session on January 26, 2024, in the same location. The public auction session was held on January 26, 2024, according to the schedule set out in the notice. The Dunas Consortium, formed by Grupo Cataratas and the company Construcap, was the winner of the competition with a bid of R$61,000,000.00 (716.32% premium). Resolutions and Decrees: CPPI Resolution No. 79, of August 21, 2019 – Opines for the qualification under the Investment Partnership Program of the Presidency of the Republic – PPI and for the inclusion in the National Privatization Program – PND of the conservation units Parque Nacional dos Lençóis Maranhenses, Parque Jericoacoara National Park and Iguaçu National Park, for the purpose of granting the provision of public services to support visitation, conservation, protection and management of the units. Decree No. 10,147, of December 2, 2019 – Provides for the qualification of conservation units within the scope of the Investment Partnership Program of the Presidency of the Republic and their inclusion in the National Privatization Program. CPPI Resolution No. 260, of December 6, 2022, approves the privatization, in the form of a common concession, of the Jericoacoara National Park, in the state of Ceará. CPPI Resolution No. 293, of November 22, 2023 – Opinions for maintaining the qualification of conservation units only within the scope of the Investment Partnership Program of the Presidency of the Republic. Decree No. 11,912, of February 6, 2024 – Provides for the maintenance and revocation of the qualification of conservation units within the scope of the Investment Partnership Program and the exclusion of conservation units from the National Privatization Program. |
