Description

In July 1992, Equiventures Sdn Bhd was awarded a 20-year build, rehabilitate, operate, transfer (BROT) contract by the state government of Johor to treat water for the some 650,000 residents in the Johor Bahru district. The firm was selected because it offered the lowest cost in an international tender. Equiventures Sdn Bhd was owned 49% by Kembangan Dinamik Sdn Bhd of Malaysia, 25.5% by Suez Lyonnaise des Eaux (renamed "SUEZ" in 2001) of France, and 25.5% by Pilecon Engineering Bhd. of Malaysia. The project was to take place in 3 stages until the year 2000. Stage 1 consisted of the increased plant production capacity at the existing 180,000 litres per day to 320,000 litres per day (320,000 cubic meters per day) and the installation of new pipelines and reservoirs by the end of 1993. Stage 2 comprised a newly constructed and commissioned 160,000 litres per day (160,000 cubic meters per day) plant at Sg Johor as well as associated transmission pipelines and reservoirs. These first two stages were completed in December 1997. Stage 3 required the extension of stage 2 with the construction works of another 160,000 litres per day (160,000 cubic meters per day) production capacity and associated transmission pipelines and reservoirs. Total investment in the project was estimated at RM750 million (about US$284 million). Financial close was reached in October 1992 when Equiventures secured a RM265 million loan facility from Public Bank. Strategi Tegas Sdn Bhd was the O&M operator. The company sold water to the government owned Johor Water Authority who distributed it to the public.
