The objective of the Social Protection Enhancement Project is to improve the management and operations of the cash social assistance programs and to improve the access to and quality of social care services. There are four components to the project. The first component of the project is institutional development and capacity building for social safety net policies formulation and implementation which aims to strengthen and develop institutions involved in analysis, design, coordination, monitoring and evaluation and implementation of social safety net policies and programs so that they perform their functions and deliver services efficiently and effectively. The second component of the project is renewal of the National Aid Fund (NAF), the objective is to improve the operations and management, coverage of the targeted poor population and targeting efficiency and effectiveness of the cash assistance extended to the population through the NAF. The third component of the project is improving access to and quality of social work and care services, it aims to improve access to and quality of services to vulnerable groups such as persons with disabilities, women and children in difficult circumstances, dysfunctional families, youth with behavioral problems, youth in conflict with law, and others. The fourth and the final component of the project is project management. This component will strengthen the capacity of the Ministry of Social Development (MoSD) and other institutions involved in project implementation to efficiently and effectively implement the proposed project, while adhering to the Bank's fiduciary requirements, particularly with respect to procurement and financial management.
