Description

In August 2009, Degremont, a subsidiary of the French group Suez, was awarded the 17-year contract to build and operate the wastewater treatment plant named PTAR Juarez Sur-Sur (Ciudad Juarez, state of Chihuahua). The treatment plant was set to have a capacity of 500 liters/second (43.2 m3/day), benefiting 180,000 people. The sponsors established the special purpose company Tratamiento de Aguas Residuales de Ciudad Juarez, S.A. de C.V. to lead the project. Detailed information on the award process led by the municipality was not available. The investment was estimated at US$ 42.3 million. The project was granted a US$ 9.3 million loan from the Nadbank, as well as an US$ 8.0 million grant through Border Environment Infrastructure Fund (BEIF), also funded by EPA and administered by the Nadbank. The loan was approved in March 2010, but its first disbursement occurred in September 2012. The remaining costs were financed with grants from the federal government (33%) and equity investment (26%). Construction works commenced in March 2012 and were concluded by March 2014.
