The project involves the development of a three-in-one Justice, Law and Order Sector (JLOS) House complex in Uganda.The project encompasses the planning, procurement, construction, commissioning, and maintenance of 74,000 square meters of leasable office space, which includes:the JLOS Towers and High Court. These structures will be situated on a 5-acre plot at 98-102 Katalima Road in Naguru, owned by the Justice Law and Order Sector (JLOS) through the Uganda Land Commission. The JLOS Towers and High Court will serve as the headquarters for various JLOS institutions, including the Ministry of Justice and Constitutional Affairs, Ministry of Internal Affairs, Uganda Human Rights Commission, Uganda Prison Services, URSB, TAT, ULRC, JSC, DPP, and the JLOS secretariat.The Police Headquarters, accommodating all police directorates, will be located at plot 40-96 Katalima Road Naguru Kampala, adjacent to the JLOS house complex. This Police Headquarters will be constructed on 5.9 acres of land owned by the Uganda Land Commission, exclusively designated for the Uganda Police Force. The project site is situated 5.2 km east of the center of Kampala City in Kampala City.The JLOS House complex aims to enhance public service productivity, foster private sector growth through timely services, and reduce administrative costs by integrating services and shared facilities. Conceived to centralize JLOS institutions currently scattered across Kampala, the project envisions a one-stop center to create a conducive working environment, improve service integration, and enhance accessibility for the general public, particularly the marginalized.
