The project comprises the operation of a the Shiyang water reservoir in Ju County, located in Juxian, Rizhao City, Shandong Province, China.A concession has been awarded to Juxian Jiancheng Agricultural Development Co., Ltd., after a competitive bidding, for a period of 30 years, starting from 20 September 2024. The total investment is $17.1m or 120.620 million yuan, $13.6m are debt-funded (79.58%). This project is planned to be implemented in the transfer-operation-transfer (TOT) mode. The state implementing agency is Ju County Water Conservancy Bureau. The existing facilities include the main dam, auxiliary dam, water discharge tunnel, spillway and hydropower station. During the period, the concessionaire shall bear the asset management right transfer fee and operating costs, and obtain water supply fee income, aquaculture and power generation income through operation. During the concession period, the government will not provide operating subsidies to the concessionaires. Shiyang Reservoir is located in the middle reaches of Yuangong River, a tributary of Shuhe River, 500 meters east of Xiaoshiyang Village, Zhaoxian Town, Ju County.
