Description | Kabeli-A HPP is a 37.6MW Hydropower Plant located on the Kabeli River in the Taplejung and Panchthar districts in eastern Nepal. At completion the project, run by Kabeli Energy Limited, is expected to generate an average 206GWh per year. Kabeli Energy Limited is an SPV owned by Gurans Energy Limited (InfraCo) 69%, Butwal Power Company 26%, and Asia Pacific Power Tech Co Ltd 5%. The consortium won an international bid for the project in the early 2000s. Kabeli Energy Limited was awarded the project under a 35yr Build Own Operate Transfer (BOOT) with the Government of Nepal. The SPV signed a Project Development Agreement on January 31, 2010 and it was amended in 2013. A generation license was granted by the Department of Electricity Development, Ministry of Energy on May 20, 2014. Subsequentyly a 25yr Power Purchase Agreement (PPA) was signed in 2015. Kabeli Energy Limited reached Financial Closure in May 2015. The projected costs is 108.1m USD, of which 79.1m USD is to be debt financed and 29m USD will be financed through equity. Of the 79.1m USD debt financing amount, IDA will cover 40m USD, IFC 38.1m USD (two separat loans), and a 1m USD loan from the GoN. The 29m USD equity will be provided by Gurans Energy Limited 7.7m USD, Butwal Power Company 7.7m USD, Asia Pacific Power Tech Co Ltd 7.6m USD, and a 6m USD grant from IDA.
