Kabertene Wind Farm

CEGELEC (100% owned by Vinci Group), from France, was planning the development of the 10MW Kabertene Wind Farm, near Kabertene, 73km North of Adrar city, 1543km from Algiers. The project was expected for commissioning in 2012, however there was no proof of comissioning or finacial closure. The initial tender was held in 2007 and awarded to Vergnet (EPA:ALVER), also from France. Its bid was EUR 24 million ($34 million), using 10 GEV HP turbines of 1MW. After revision of the offer, COPAM - the commissioning dealing with the tender, considered the price to be excessive. CEGELEC wond the second international tender with a bid of 2.21 billion dinars (EUR 22 million) in investment and an electricity price of 7.257 dinars per KWh ($0.0975/kWh). As part of the bid, CEGELEC is to hire local EPC contractors and equipment suppliers. The project was to be build on 30 hectares of land, construction was to last 20-25 months. The second tender result was announced in December 2010. Bid criteria were lowest tariff and highest investment.
