Decades of unsustainable foreign aid projects and mismanagement have contributed to Kabul's water crisis. Despite billions of dollars in foreign development aid, Kabul's water management systems were hardly improved, with a focus on short-term, small-scale projects rather than large-scale water conservation infrastructure. Many funded networks and pipelines fell into disrepair due to poor construction and lack of oversight. There has been a lack of training and maintenance for local staff, leading to system failures. Since 2021, no funds are available for big infrastructure projects due to the departure of foreign donors and international sanctions.
