The project comprises the operation of a water supply plant, located at an Economic Development Zone, pump stations and transmission and distribution system for the Kaiyang County Western Area, central Guizhou province, China. A concession agreement for a period of 30 years has been granted to Guizhou Kaiyang Runda Water Investment Operation Management Co., Ltd. under TOT model. The investment is $35.52m or 258,214,600 yuan and the period starts in July 2024. 80% of the investment has been planned to be sourced by debt, as lenders haven't been disclosed. The company Guizhou Kaiyang Runda Water Investment Operation Management Co., Ltd. (County-level state-owned enterprise in the project location) has been announced as a winning bidder after a competitive bid (announced May 2024) by the implementing organization Kaiyang County Water Affairs Bureau.
