The objective of the First Part of the Second Phase of the Niger Basin Water Resources Development Program Project is to increase access to water for agriculture development and capacity for energy generation in the Niger part of the Niger Basin. There are three components to the project, the first component being institutional strengthening of the Niger Basin Authority, or NBA. This component will enhance the NBA's capacity for project supervision of International Development Association, or IDA-funded project activities and support the institutional strengthening of regional water resources management. The second component is the construction of the Kandadji program energy infrastructure. Finally, the third component is the implementation of environmental and social safeguards, and growth pole community development. This component will support resource planning and community development and provide a number lessons learned and practice on the local development of a growth pole program in a context of: (a) zone experiencing influx of refugees, and (b) a paradigm shift in integration of the benefits of major infrastructure in the local development timely to fully exploit all opportunities.
