Description | The Karpowership project involved the issuance of three electricity generation licences by the National Energy Regulator of South Africa (Nersa) under the Risk Mitigation Independent Power Producer Procurement Programme (RMIPPPP) in 2021. The project aimed to address South Africa's electricity shortfall by signing 20-year deals with floating power stations as emergency electricity. The deals were expected to cost about R200 billion over 20 years, which would have been added to the price of electricity. However, the Pretoria High Court set aside these licences following a legal challenge by the Organisation Undoing Tax Abuse (OUTA), citing issues with the lawfulness and transparency of the licensing process. Eskom declined to grant grid access, and the project missed important deadlines, leading to its cancellation. |
